As a long time farmer in Contra Costa County I have some deep concerns about the proposed changes to the Urban Limit Line.

While, the ULL is supposed to be a guide used for land use planning, we must recognize that those properties outside the line do go down in value. As a county, we must be willing to address this problem. It must be recognized that farming is a business, and like most businesses assets are required for my business to be successful. My land is the asset I rely on most to obtain the capital required to manage my farm. I am concerned that if the ULL is moved, it will affect my ability to do business.

I want to see agriculture remain in the county. But I also recognize that the Urban Limit Line is not the answer. As a county we must be willing to address the problems landowners face when Urban Growth Boundaries are established, and be willing to develop proposals that are fair to the landowners.

I hope that you will take my concerns under advisement when making your decision.
